Shouldn't there be a hiring freeze until the acquisition is finalized? What's the point of bringing new people on when they could all be fired/laid off within a few months? Not to mention, bringing new people on while current employees are being laid off. It's not fair to anybody.

My BU was hiring before during and after the merger announcement. Not one single person even asked about it. Even when the rumors were flying about layoffs we still hired and interviewees still didn't ask.
While it isn't fair, you will notice what roles are opening and what aren't. BU positions for example are far and few between but sales is trying to hire to make their quotas due to attrition. Will those people get let go? Probably at some point or they will quit but if you have no job right now then why not join a company for a bit.
It depends on jurisdiction, in some places, employers must offer those to be made redundant the first opportunity to accept or refuse.

Simple, acquisition or not, business needs to keep running and attrition is sky high so they need to ensure they have the right headcount - even if it means laying them off later. For them employees are numbers. They don't care as much about us as much of us care about them.
