If someone is RIFd from a certain position, how long until that position can be filled again?

New position is filled so fast I think it has o stay active 4 days only. The new NEW at MDT.
@d9 Can title be a different level of the person or does it have to be a different job title?
Title has to be changed & duties "slightly" modified
