Unlikely. Cisco primarily plays the labor arbitrage game by hiring contractors who offshore jobs.

Contact your local representatives and complain about jobs going off-shore while there are unemployed US citizens who are more than capable to do those jobs.
Trump keeps talking about bringing manufacturing jobs back to US but he never mentions High Tech jobs or even service jobs.
No high tech jobs should go to Canada, UK and other countries around the world if unemployed American citizens are able to do those jobs.
Thousands of laid off government workers are being laid off, why not give them the service jobs in Philippines, Mexico and other countries?

My guess, nothing will change at Cisco .. :-( , may be AI can help in this regard... but not in near future.. Cisco will hire(or get L1 directors from India) more, Patel/Sharma etc folks, at least in CA.
There definitely seems to be a lot of rhetoric around protecting American workers coming from both sides of the aisle lately. Bernie talking about the role of h1b workers and his criticism of the use of offshore workers, and folks like Tucker Carlson complaining about the government's failure to protect the people who live here... especially from economic hardship.
It'll be interesting to see how this plays out, but like all things politics I'm not going to hold my breath and expect any real change for working people.

if he really wanted to turn the sc--ws on companies like Cisco, he could tell them they would be out of contention for Federal contracts if a certain % of the workforce is offshore
Anything this numb nuts says should be flushed down toilet. Don't forget even Trump said he didnt want JD for a second(third) term or successor.
