I decided not to take it, and now I am regretting that decision. Anyone else regretting their decision to take or not take the VSP?

If you changed your mind over the weekend you could have had your name added to the list on Monday. You still might. Nothing is finalized till end of the week as the leadership is going through and approving. Talk to your manager, and if that goes no where...your HR people.

So do you think your manager was just pretending to help you but really wanted you out?

If you were bullied into taking the VSP, I suspect you'll be told to leave well before June.
It's a raw deal for sure. But now there's nothing motivating you to do anything more than the barest of minimum expectations.
FWIW, in engineering no one to my knowledge was begging the staff to take the VSP. The management definitely has targets on what to cut and has defined what is critical.
I took it only because I was pressured to do so by my manager who said that ISP was coming soon and there was nothing he or our Director could do to protect me. I had a 50% CAP in 2021 and they said because of that I would be on the ISP list, even though I've always had 100% including last year. Director/Manager said the best thing they could do for me was tell me that I'm on the ISP list so I take the VSP, get the lump sum and they would keep me until June 30th. I only took it because I heard from Aftersales Engineering and IT groups that their managers scheduled a Friday the 17th at noon meeting telling everyone that not enough people took the VSP and they really need people to take it or the ISP will be really bad. Well today, our Director tells my group that the VSP turnout was a "good number". So now I'm like wtf, why did they make it seem like ISP was going to be a bloodbath they couldn't protect me from? Also, 4 people in our group took the VSP so I asked, well over 1/3 of our group is leaving so won't that protect me? I make under the midpoint of my pay scale won't that protect me? I even reached out to our HR Rep who said they don't have plans for an ISP as of right now. So now I feel like I was pressured to take something I didn't want to do. I heard Ford who laid off thousands in August 22, is about to layoff another 4,000 so the market is going to be flooded with us. I said who the f is going to do all the work? Apparently Ford is moving almost all finance/cost engineering to India and launch/logistics/program management to Mexico with only one "Main" Program manager in the states.
Since you changed your mind, what information do you have now that you didn't have over the last 2 weeks when the VSP was available?

Made a last decision last Friday to take it. They are feeling good about it.
Maybe you could reach HR and ask about?
Not sure if disclosing that you'd like to leave would have some impact down the line, if/when a layoff comes... :(
