No more special distributions for assessment groups

Some groups have traditionally received a special distribution so they can rank more people highly. This has been ended and the groups that used to have it are not going to be happy with this year’s results.

development planning always got assigned a very high average number to target, like 60, while Safety had a much lower target, like 40.

I would make sense to finally rank Dev Plng and Safety together so effectively DP could average 75 and Safety could average 25 so result id 50.

@OP, there’s some impact, but is not that severe. These groups were strategically merged into new assessment pools with others who primarily make up the bottom of the combined distribution. This effectively preserves the status of groups who use to have alternate distributions.
