Perhaps. But that line has been said every decade about the oil sands for the past 60 years; during which time oil sands production has been continuous exponential growth from zero to 3000kbd, and production costs on a downward curve.

So maybe it's just the weak operators leaving, while the strong grow and consolidate.

Canada is a white elephant in Exxon's portfolio. All international majors have exited the Canadian oil sands; it's messy and costly to produce with a harsh climate and unforseen technical challenges. It does not fit well with DW's structural cost savings module. Relative to industry, staff are overpaid with no decision making ability or freedom to operate. Even the most miniscule items need to be run by one's functional counterpart in Houston or one of the GBS. That is the reason smart people are leaving and the duds are running the show.

You've got that one backwards. You could pay an engineer in Calgary with 20-30% Forex savings alone, with same quality of work, same time zone, and no language barrier; BTC can't beat that. If anything, work should go from Spring to Calgary; tons of OPEX savings for EM.
