Here's how those who attend meetings all day deal with the lack of updated skills - they hitch their wagon to an up-and-comer who they feel has good skills. They stay close to that person and parrot their recommendations, and support them throughout their career. One hand washes the other.
For those who play the long game, they have kids, give them a different last name, and send them to school in the same field. The kid then gets a job in their department, and few are the wiser. The manager gets "updated" skills by following the child's education. It's a much more sophisticated version of the paragraph above. It sounds crazy, but this place is full of crazy behaviors.
That being said, yes, get rid of all the middle managers. Especially those who are pets and entrenched secret love children from long ago.
You forgot the Art Department, which is safe. You are paid to be "creative" yes people who make inane stuff. Like that one navel-gazing video on YouTube about how you called some place and they told you to follow your dreams. Great stuff. Really helps sales and the bottom line.

The ones who do nothing but attend meetings all day long are ripe for the picking. GET RID OF THEM. They don't actually do anything at all.

This is one reason why companies hire "outside help" "to cut costs". "Outside help" doesn't have any existing relationships, so cutting is easier and more objective for them; and if that creates bad relationships for them, it doesn't matter because they leave.

Some deserve their titles - serving key business functions and taking on crucial responsibilities; Some do not - contributing no more than individual contributors; the worst kind - making bad decisions, playing politics, building walls and grabbing control without updating their own skills or mindsets for decades.
When a company is top heavy and HR has some quota to meet for the percentage of middle/upper managers: it's a balance between cutting the top and blocking the new growth.... The later is an easier and politically safer option.
The balance can also be thought of as: maintaining the current power structure for near term stability, or positioning the company for long term success.
If you wear the shoes of some of the top management, where would you put the balance points? Does a company have a leadership group that when the balance points are averaged, it lands closer to the middle?
