The July shutdown was purely for getting $'s off the books by forcing people to use PTO before laying them off.

Fake news. US employees no longer have PTO accrual. Why would they make US employees take the week of July 4th off? They didn't even have the full two week shutdown this past Christmas/New Year. As soon as PTO accruals went away so did that shirt-clutching desire that we all rest and recharge at year end.

There is no incentive to shutdown they already took PTO away. It was a sneaky tactic by ELT.

In what countries? They couldn't legally enforce it outside the USA, and US employees are already robbed of PTO, so it would make no sense, since the only goal of the mid year shutdown is to force PTO usage to reduce layoff costs. Unless they somehow found a way to legally force this onto non-USA employees, it would be pointless.
