They have to cut the existing CWs to enable more of the fab techs to be converted to CW, so just making room for anticipated future expansion.

Decisions are made within orgs where priorities and needs are best evaluated. This is a generic comment perhaps to one group...unclear which one. So don't think it is applicable everywhere.

@a4, some green badges are good some not so much. Intel needs to figure out how to weed out those CW’s in the not so good category and not just a blanket reduction.
