Stock buybacks are scams to woo the investors. This practice depletes the company. For there is no confidence that Intel offers to investors and the employees in the long run.

Intel pulled the dividend last year to build fabs. Investors also tried to sue because Intel misled them about the performance of its foundry business. Investors are getting sc--wed, employees are getting sc--wed while Intel executives are still pulling billions. TIME FOR INTEL CORPORATION TO GO AWAY!

@a3 Except that the money for buybacks was borrowed and added to long term debt which lowered the credit rating.

This makes total sense. The company is losing $1B a quarter and the only way to give the shareholders a return on their money is to give them a dividend in the form of stock buybacks.

Put another way, Intel return on invested capital is quite negative. Investors demand that they company waste no more money. Any cash generated should go to the owners, not invested in some stupid moonshot project that has no hope of generating a return.
