The logic is solid on a large group, unless you want to debate normal distributions and well, math. However, it all falls apart when they apply it to smaller groups and especially individual teams. And here is the ugly truth, LL4s will tell the teams they don’t like to round up the lower number. Let’s say the guidance is 10% not met, the LL4 will push small teams of 6-8 people to all have 1 not met. Then they keep the Exceeds to sprinkle on their pet teams, usually filled with those they have worked with a long time and kiss their butts.
This comes from a test manager with 30 years experience who always sees his team get pushed down so the dev director who owns the team can give sweet rewards to his own kind.
