My friend who is working at CA EDD confirmed that the layoffs have been reported earlier today. We who receive the notice will continue to stay in the payroll until October 13. This meets the WARN notice requirement.
As far as I recall for the US, California is the only state that requires companies by law to report a mass lay off if the number layed off is past a certain percent of employees. This is called a "WARN" notice which is why you see some layoff sites with the name WARN. All other states do not need to provide a report or heads up. NC for example is an "employment at will" state so an employer can fire someone tomorrow with no explanation or warning and it is all legal.
Europe is different and often has very strict labor laws that favor giving employees a heads up.
