The question should be: Why does MSFT hire new employee while layoff? If MSFT has the reason to hire new employees while layoff, it also has the reason to sponsor H1Bs while layoff.

The Fact: US lacks of enough high-quality engineers. Even among America-born engineers nowadays, most of them are asian, many of the rest are non-white.

Not believe this? Just go to the CS/EE class of ANY top university (or any university).

American, including 3rd-generation immigrants, don't like engineering any more (Their parents and grand-parents may like engineering though). They like Wall Street, lawyer, etc.

Here is the website. Since H1B visa gets renewed every three years, the total approvals can be figured out by adding the past three years total (2024, 2023, 2022). That's how they probably came up with over 14,000
