To move you first have to demonstrate your value through consistent excellent performance. You don’t need the very top rating to do this. Then you need someone to take note of this in a functional management capacity who is not your supervisor. Then plant the idea with your boss and functional management about your next move and why you are the right person for the job. This process takes several years which is why people only get promotions every two or three years. It is not as political as you might think.
If you're not a HiPot, your opinion, goals, aspirations will be ignored.
Just remember, the bigotry, bullying and persecution will be the same in your new location, unless you are one of the people taking part in it, then you won't notice any difference. Until later, of course.
