You can put any words you wish on the “excuse of the day” for layoffs. The bottom line is IBM is chasing lower costs, because their sales are not growing. When other countries labor cost less, IBM will move there. Watch out India, because Africa will work for 1/2 of your rate. Do you want to know where IBM US is heading? Just count the employees needed to fulfill the Apple model (designed in USA, but built elsewhere). Here is a back of the envelope first pass.
Sales force for established Fortune 1000 2500
Tech force for established Fortune 1000 2500
POK plant (everything mainframe) 2500
Austin plant (everything outside of mainframe including design, cloud, and Linux) 5000
Tucson plant 1000 (legacy cheap storage)
Labs 1500
On site consulting for fortune 1000 5000
SW acquitions (innovation) and legacy (innovative middleware) 5000
TSS support for legacy install base 3000
Management / legacy overhead / support / marketing 5000
Total = 33k
NOTE everything not mentioned goes away or gets consolidated Today IBM has 40k so 7k will need to go THUS one more big layoff in USA

whichever way you want to slice or dice it, IBM is a business failure and a flop in more areas than anyone knowledgeable cares to mention. The powers that be keep flip-flopping all over the place from consulting to cloud to AI to mainframes to quantum ? And they aren't top notch any in any of these areas. No wonder clients keep dropping them like a hot potato ....

IBM CEO openly encouraginh the use of slop at work - a form of plagiarism that's of low quality, generates errors and legal problems. These are the sorts of executives who cheated in exams at school to get ahead, or downloaded essays from the Net, submitted as their own.
