I don't know if that was perhaps their primary goal, to create an atmosphere where employees fear for their jobs. It's hard to believe that. Possibly the intention was to avoid bad publicity as much as possible. However, such poorly managed layoffs have created a very toxic atmosphere. Can anyone be productive under these circumstances? I definitely can't.

Cisco's toxic atmosphere is all caused by those incompetent staff in 40's and 50's who've been staying at Cisco for a decade or more without any experience outside Cisco.
In order to change the corporate culture and atmosphere, they MUST be removed!

It's been years now that pulse survey results show very low marks in questions that pertain to Cisco's future.
Typically the higher up the ladder you'll notice more psychopaths and narcissists. Charismatic people with zero empathy, wolves in sheep clothing.
Psychopaths thrive in chaos. Reorgs, layoffs, social justice initiatives are all used to create chaos and divert attention from something else.
