The question is whether the people affected by the "re-org" are being offered positions on other teams or if they are being thrown to wind to try to find something on their own. When I got "impacted" a few years ago, I was qualified for a number of positions and applied for them. I got called back on one and they were willing to bring me back with at 10% pay cut.
No matter how you word it, that was a layoff.
At that time, the company was reducing cost and would rather hire a newbie with no skills and a much lower salary than someone who could hit the ground running.
Either way I'm happier now working for a competitor. Better pay and benefits without having to look over my shoulder to see if someone is getting ready to stab me in the back.
