Macy's policy supersedes the law in terms of keeping or losing your job. You can legally do it, sure. But Macy's policy says you cannot pursue into the parking lot, and cannot tackle in times of covid. Period. No exceptions whatsoever. I've seen this happen a million times. Stepping off the curb is zero tolerance. I'm not sure about the tackling, to be honest. Any use of force is banned in times of covid, no one really knows how strict that rule is. But hey, let me know when you find out!
It does not vary by state at all, regardless of state law the Macy’s Policy is the curb and no chasing of any subject. State law has no implications, all companies follow their own policy and procedures. Companies will protects the themselves first , otherwise they would be public LEO working for the state, not a private company.

Seems in my store the head of security let’s his team break all the rules and chase and tackle and go off the curb. But that’s ok. If I use a coupon for a beggar customer I’ll get fired. Corrupt officials

It varies in every state. In my store we have some AP that are allowed to run down and capture people violently and some AP associates that can’t. I’m in Nevada
