I decided to get out of here as soon as possible and am already seriously looking at some other options because this company is not exactly the way I imagined it when I applied for a job in the first place. Here I came across divided opinions about how much IBM brand name means on resume, some say that it still has some weight, others not so much. Whom to trust?

I think it will depend on what your previous position was.
Someone in their mid 20's that's already an IBM manager? That's a laugh.
Waltzing into a mgr role having paid no dues will be a hindrance for sure.
Recruiters are on to IBM's disgraceful nepotism run amok.

What hurts IBM’s perception in the market more than anything are the large number of ex-IBMers at other companies who were been RA’ed or PIP’ed out of IBM mercilessly as more and more jobs are sent to India. I have encountered many and their attitude is unbelievably poor. Can’t say I blame them for feeling that way.
oh piss off mate. who are you hiring? that little DEVOPS b—s— is hilarious. Ranks up there with agile training and waterfall methodology. I would sh– on all your IT employees and I don't even have a high school or college diploma.
It's not the brand, it's your skills that another employer wants. If you supported, tested, developed, deployed, consulted, sold...etc., the next employer wants to know if you've got what it takes to do their job. The MAG's all have partnerships and technologies with the same companies as IBM. Nvidia, VMWare, Digital Reality...what ever. You get the point.
I've been reviewing the AWS STAR method for interviewing...I would work on those 14 leadership questions to exemplify what you know, how you made critical decisions and tough choices per your job history on your resume. YES, the BRAND is bloody tarnished...but what makes you the best choice for the next job? And...by the way, you can use your idle time to get certified in 3 other cloud companies architectures, solutions, security, DevOps, Data & AI.... Go get what you need to get hired....because honestly....you sound like a job hopper who walks away when things get tough.
I personally got pushed back from a top cloud company because I stayed at IBM too long, but if you have strong skills, you can still get a job.
As somebody that got out and went to a top tech company, here is the unvarnished truth:
Top tech companies look at IBM with derision. I’ve experienced pushback making referrals that were IBM too long. I think that’s a horrible attitude, but it’s sadly common if you’re looking to break into the top echelon. While I won’t claim to have worked at every top tech company (because I haven’t), I’ve heard a similar experiences from colleagues that have gone to the others. It s—s but it seems to be reality.
That doesn’t make it impossible. But it gets harder the longer you’ve been in. The other side of the coin is everybody else: the Accenture’s, PWC, Deloitte, etc. To them the IBM name still means something and is probably a net positive.
That’s the current lay of the land. It’s up to you and where you want to go.
It's more about specific skills, achievements, and job titles, than any particular company being on your resume.
Well, if the commonly heard "the employees is the greatest resource of IBM" means anything, then my guess is that it means a lot to future employers; "I heard that you as an IBM employee is highly valued by your peers".
Think of it this way: If Earth was a paradise, what incentives of self-improvement to cope would be needed?
