I honestly don't understand the issue with this, why would PTO days count as a workday in office? If you're off Thursday and Friday PTO then you would need to be in the office Monday Tuesday Wednesday if you're on a 3-day in office rule. If you're on a 5 it doesn't matter anyway.
RTO motto is to live your destination. So 24/7 in the office should suffice. Very simple.

It's ridiculous that money and time is being spent on taking attendance and treating people like children.
Should be interesting to see what kind of compliance we have Thanksgiving week (when Thurs and Fri are both holidays) or 4th of July week (7/4 is a Thursday so lots of people will take off Friday).
