Is severance for management employees take it or leave it? Would AT&T entertain the notion of negotiating severance?

You can attempt to negotiate but you would need something to negotiate with.
You can negotiate severance same way like you can negotiate if you will layed off or not. Good luck!!!

except did not include the absurd option. If declined, you could take this to court. An attorney would get 1/3 and that is not considered when the case is decided. Also you may need to pay a deposit and court costs in advance.
Or go to arbitration. I think you don't get an attorney with arbitration, T does. and T selects the arbitrator who wants to be hired for the next case. If you turned down the offer and considered fair; you may get the same offer reduced by T's cost. Or you may get less and reduced by T's cost.
Of course you get no money until settled within 6-12 months.

Read the severance policy, pretty cut and dried for all. Only change would be a policy modification for less severance.
The only negotiation you will encounter is a simple choice of either taking what you're offered, or not taking anything. Literally a "yes or no" question on an online form, there are no counteroffer options.
At the point where att has decided to surplus you, what advantage could you possibly have where you are in a position to bargain?
