Is the intention to encourage more voluntary departures?

I wish it wasn't, but I have no other explanation for the completely unnecessary return of people to the office.

Calm down. A 40% remote with another 4 weeks/year is a hybrid model that may increase the health of many. All agree there are inconveniences with this change, like any other. Most top performers are ready to embrace it, and see how it goes.
