Seems to be a conspiracy theory. If old BU let you go, they wouldn't meet their numbers for ISP. The new BU may be able to override the ISP.

Maybe there is a conspiracy theory...each BU had to give up X number of employees for ISP and if you moved, your new BU can override the ISP and your old BU would have to save artifice another employee.
