436: Campus actions were / are the result of an over-riding culture set by the ELT at the CSC. I was at both campuses and CSC. The ELT tried very hard to deflect wrongdoing down to the campus-level, but the ELT embraced and rewarded campus leadership for conforming to norms set by the ELT. This explains why campus behaviors at over 100+ campuses were VERY consistent. If the ELT did not set culture, there would be high degrees of variation between campuses, which is not the case.
