CCI has no leverage. A potential buyer knows that DOE has imposed a deadline to get a deal done. The closer we get to the deadline, the better the deal probably gets for the buyer. Result: if a sales happens (why would anyone want this mess....) it is likely to occur at the very last moment. If I am not mistaken, I believe that is 12/31.
