Just when I thought I have seen everything. I am doing final grades and one of my online students has a grand total of 51/1000 pts, yes thats correct. They did one assignment in week one and nothing since. They went 4 weeks without logging in and only logged in for a couple minutes (but didn't do anything) the other weeks. How is this student still considered an active student? Geez......

I think OP has provided proof that outreach works.
Yeah that student needs to be dropped pronto! But it won't happen because the campus president and DOA will direct you to pass that student anyway so they can get the funding. It's sad that some campuses and regionals operate in this fashion. It's what got CCI closed down.
How many of you have group assignments where one person is elected to do all the work but they all get a great grade due to that persons efforts?

People should feel compelled to mention the good students as well. Unfortunately people tend to focus more on negativity.
This has always been the norm for me. I usually have a number of students under 10% total points for class. Some email me or call me on the last day or two and ask what they need to do to pass. WTF?

I had a student like that a couple of terms ago. Nothing surprises me anymore.
CCI dfinition of an active student: If you suspect that the student may still be breathing (i.e. there is no death certificate on file with the registrar.) then the student is considered to be in active status and CCI will collect Title IV loan finds. Exception: If there is a death certificate on file with the registrar, but you can not distinguish between this student and any other student based on performance, then the student is still in active status.
I've had students post an introduction, and then just keep logging in every week or so. No real activity, but it keeps the GI money flowing, at least for now. SAP will catch up sooner or later.
