Layoffs and firings to be able to meet paroll on Oct 17th. That is when the cadflow goes negative with out deep cuts.

After October 17th, ED can start sending $$$ for the term students at Heald, ECP, and EUO, which is a significant amount of cash. Yes, ED could hold CCi to the full 21 day delay, or any part thereof, at ED's discretion.
