When CCi obtains a 'drawdown' of the 21 day waiting period, that means CCi doesn't have to wait the full 21 days. ED only allowed a 'drawdown' on current students. No drawing down the 21 day wait for new students' Title IV funds. All that needs to be done is 'drawdown' an extra day for current students to cover the new students. But the 21 day wait stands, so CCi will always have to beg for the next drawdown of waiting days.

Cannot enroll at the 12 campuses. The others will start enrolling July 8.
