First of all, $16M is not a lot of money, but just enough to get by. Second there are limitations, "The use of the Immediate $16 million in Title IV student aid funds shall be used only for ordinary course liabilities (not including debt repayment), and shall not be used for extraordinary bonuses or settlement of lawsuits or investigations by other federal or state agencies, and the Monitor (as defined below) shall review disbursements related to the Immediate $16 million."

I think the position ed is in here is kinda like us when we think about welfare fraud. We KNOW there are individuals gaming the system, lying and cheating, but still getting taxpayer funds. Yet their kids may get a hot dog straight from the package for dinner. We want the fraud to stop, but don't want the kids to suffer. Ed knows CCi's upper management are greedy, snickering, scam artists, but at the same time there are lots of innocent parties: students and school-level staff. How do they starve the jerks at the top without hurting us even more?
I'm glad to hear that Ed is on the ball enough to realize that the first thing Jack would do with the 16M is divide between his cronies. So maybe they've at least stopped that happening and we have a chance at another paycheck.
