Heald College is in meltdown. The enrollments keep plunging and the CA lawsuit has proven to be pretty effective negative publicity. 3 years of CCI management (or lack thereof) with graduates being unable to find jobs, etc. have taken their toll. Sales keep missing their quotas, instructors are being let go.

Organizing and possibly affiliating with a major union? How would that help? The problem, at least according to the OP, is that Heald has too few students.
Have any of the full-time instructors discussed organizing and possibly affiliating with a major union? If not, why not?
The best instructors are adjuncts who teach at other colleges and have professional careers and thus have plenty of income. The full-time instructors are the ones who will be hurt by these layoffs.
