Maybe start by contacting others at the CCi campuses in Portland (Everest College) and Tigard (Everest Institute), and then start contacting those in Washington. Beyond that, hire an attorney, and he'll likely find a way to get the needed contacts, if he can get a class action case certified by a court.
I'd also contact the appropriate state regulatory body too. Bureau of Labor and Industries in Oregon and Department of Labor and Industrial Relations in Hawaii.
