Why is Shah Capital Investing in CCi?

It appears that Shah Capital is buying up more shares of Corinthian Colleges. Why would a hedge fund buy stock in a corporation headed toward bankruptcy? It cannot be just because the stocks are cheap. Investors know the long-term direction of COCO and most do not see any possibility of a turnaround. I believe I saw earlier that Shah was recommending that CCi sell off Wyotech. Does anyone know more about this, from an insiders view?

Why do people buy lottery tickets knowing there is a high probability of loss? They always hope to hit the jackpot, even if it's a relatively small event. Actually COCO might be a good roll of the dice, if you get in and out at the right time.
