TCS will only hire who they identify as needed to be physically be on site. Onsite being the Bloomington MN office> However if there is not a need to be physically on then working remotely would be from India. So if you support anything remotely...get your resume up to date and work your network.

Because it is cheaper to have a few onsite IT people to handle hands on issues and then to have Cargill's remote support in India.
Why only remote people will be affected?
