You are correct that UoP is bleeding students, and it's doubtful that grad team members will get a significant bump in pay, but middle managers like you should worry most as the executive team will be going to director hierarchy very soon. Yes sir, UoP will continue to contract and will be almost entirely online by the end of 2015. They will most likely sell and very few will be asked to go to Phoenix. Who in the hell would want to live there anyway. Get a plan.
