I understand the situation that many EAs face. You are being compelled to enroll students (with a quota) or you face termination. The more you are squeezed, the more desperate you become, and in some cases you may be committing fraud. Apollo Group has been in court for "the matrix," and were supposed to follow a court order, yet workers tell me that APOL/UoP continues to violate the law, at least in spirit (see Hoggett et al. v University of Phoenix, link below). I can't tell you what to do, and there are no easy answers. The most important thing is to educate yourself and document the situation as best as possible. The second thing is to organize with like-minded people. Both of these activities have serious risks if you are detected. Technically, you may be protected if you attempt to organize and are fired, but that's a case you can lose. The third thing is that once organized with like-minded individuals, you take action. Some people file lawsuits, which can be protracted, and have no guarantee of success. What I do believe is that given Apollo Group's track record, they will continue to squeeze employees and force workers to defraud students, especially if the corporation faces little or no resistance from its workers. Here's more information on lawsuits against University of Phoenix. Do your own work, or get a good labor/whistleblower lawyer if you need to. Whistleblowers are supposed to be afforded protection if they are fighting US government fraud (e.g. Title IV funds), but it's not an easy road. Being fired for fraud, or criminally convicted of fraud, however, may be more difficult to rebound from.
