I completely agree with your last statement. EVERY LAST WORD. As someone on the front lines I know that we are encouraged to enroll people in at least some of those categories. I can't tell you the number of times I talk to people that ask me within the first minute of the conversation about their financial aid "refund" and when they will get it. When I ask what they want to study half of them are honest and just flat out tell me they don't care.
We also deal with people that have failed UNIV/100 more than 5 times. This is an orientation course that for the longest time asked you to type your name in a document, save it, and post it as an assignment.
That was the level of assignments and these are the people that we are forced to enroll because if we don't the conversations about "non-performance" begin cropping up.
