University of Phoenix is a long way away from shutting down--though it could eventually happen. Despite its falling numbers and its declining reputation, UoP is still the largest so-called "university" in the US. UoP also can make more significant labor costs (outsourcing to India is just one). Their parent company, Apollo Group, has lots of power in Washington and in several state capitals. And few students or teachers have protested or filed lawsuits. UoP gets billions of dollars from the federal government, and the federal government and the HLC will make sure that they don't fail.
