Let me clarify my question. University of Phoenix enrollment dropped by 18% (with new enrollment down 22%). So how did University of Phoenix cut instruction expenses by 19% when labor costs have increased dramatically in higher education? Did they freeze teachers wages? Did they get rid of some full-time faculty? Did they increase class sizes? My guess is that Apollo Group/University of Phoenix did increase online class sizes to maximize profits and will continue to work to minimize instruction costs.
