@Insider you suck. You, as most (but not all managers) don't know what real "performers" as you call them are. WAY too many people have been cut due to crap "managers" that under-rated them in anticipation of this. They knew what was coming from last 2-years... that's how dirty it is, and when your manager complains to employees about "ethics" it is a sure sign of crap management. Ask Al Swensen how he rates employees "I believe a 3 is a 2 in my world" so he admitted he doesn't rate employees by corporate standards, or at least he says to those he wants out, and breeds contempt within his ranks of ANY program he has oversight. Thank Al Swensen for Army fails.... look it up, it's obvious! There are a few other managers in Operations CSW just like him.
