As far as various types improper behavior by senior managers on up, I am personally aware of several instances reported to HR and nothing was accomplished. Remember if HR comes to talk to people at a campus protocol calls for an exit interview with the campus president. At that point protocol calls for the president to protect senior managers.
Quickest way to resolve a complaint is to get rid of the complainer. I have seen that occur more often then not.
