@anonymous: Yeah, anon, I do understand. It's a shell game. Managers do that to other managers when they want fresh insight or a different perspective on what could be "managed" in a slightly different way to give better or worse results. but if you look at any government that let's huge, wasteful things happen and the worst repercussion is a new "assignment" guess what? It still happens, maybe a different look, but still wasteful. That's how we GOT here, no need to blame any red herrings like "sequestration".. all this is people getting handfuls of money so often that they are blind to what is required to happen. Val (I don't know him) is only using the tools at his disposal in an attempt to remedy what he can; often moving a manager to another area requires that manager to really, really start doing more work, and if they aren't up to par it shows and then they can fire them. You could also look at it as a little game of managerial "musical chairs": someone's getting canned, at some point, and they are making them fight for it. :) good times, yes?
