Here is what is going on. The military has put 50% of the sequestration cut onto defense hardware acquisition. That means a 35% cut in funds to L-3 and other companies. I believe the industry is waiting on layoffs until they know if the sequestration will become permanent.
If the sequestration is not fixed you can expect a 35% layoff to maintain the L-3 income-per-employee.
President Obama's 2014 budget ignores military sequestration and if passed means no layoffs due to sequestration. But, this budget is being held up by several republican senators including Senator Mike Lee of Utah.
