The PDA system is totally abused by management, at least the bad ones. They don't answer to anyone, yeah they've tightened their holes a little bit but you'll notice only 2 "managers" were released. And as far as the PDA system and HR selecting by that criteria, they set it up for the last 2-3 years or more so that when things like this happen, the ones they don't like are the first ones out. That helps them tolerate 'round 2", and is exactly why there will be a round 2.
