First announce that you are sending jobs to India. Then the strategy was to layoff some well liked people in July. That encouraged others to leave (without packages). Next announce that the pension is frozen and there will be no more layoffs. That encourages those who can retire to leave. Next will come more layoffs. Classic strategy to minimize cost of reducing workforce.
