Thread regarding University of Phoenix layoffs

I find it interesting that there are going to be more layoffs and get they are hiring more people. Personally this makes no sense at all. Can HR explain that? We are basically being threatened everyday that we need to do better but when you give suggestions or find something wrong, no one cares..they just say go back to your desk and make more dials.
