I've been in higher ed for two decades. I have seen upstanding universities pull this credit denial on all sorts of transfer credits. I didn't say 99% of schools, I said most. While Phoenix is flawed, you can't make the claim that they are the only university getting credits denied. Because they're not. Private schools deny public school credits, schools on semester systems deny quarter system credits, state schools deny online credits from other state schools. The most common reason for credits being denied: The granting institution's standards aren't as high as the accepting institution's standards. It's not that uncommon. Not at all.
