Well, I'd take a look at how your store is comping or achieving plan. My store consistently above plan with conversion of 29.4% traffic around 7000 a week with and ADS of $28.80 and I operate on base hours of 280/300. My store performs so I get the payroll. My District Manager is wonderful and gives me sales driving hours I need to leverage my business. Be successful and you have a case to do the same. You are not holding your people accountable and obviously have internal issues you need to address to get the results to earn more hours. Also, payroll is partly based on LY results in your location. Always lead with intention holding both yourself and your staff accountable. Perhaps it is you (insert complaining SM's about base hours) who should be looked at by your DM's because clearly your location is underperforming and it is Manager's like you who hold down your District, your Region, and the Company. If the Company asked their DM's to assess SM's in their leadership roles and held them accountable for results placing them on PIP's and ultimately replacing them with more competent Managers then we could drive more $ per sq. foot leading to more payroll, raises, etc.
