Watson Health has started - folks impacted will have their meetings today.
Folks are getting three months to find a comparable job or leave.

This whole approach will make for a toxic workplace. It's being driven by a desire to avoid eeoc and other regularity impacts. If people leave before the three months, the company doesn't have to report that they fired an over 40, their unemployment insurance cost doesn't go up, and the warn act doesn't apply. Sneaky way to get around the law.
I would not waste time looking for another job in IBM unless you really love IBM and your name is well known in upper Mngt. There is almost zero chance that the hiring manager will convince HR to allow you to move. They still must make their headcount reduction numbers and it is illegal to bump employees and IBM will not take that risk.
Spend the next 90 days looking for a new gig. You will be much happier outside IBM.
