Just cutting half of the senior general foreman would likely increase productivity by 150 percent. They spend more time chasing rules and making names for themselves than actually learning what people do, and helping the process. I'd be willing to bet that given a table with random parts and tools, 90% of management couldn't name half of the items, let alone associate what they do.

Shop manager, department heads, craft lead man. All other management will be gone. Clean sheeting wants to also pinpoint responsibility for orders and work. Bye bye senior general and general foreman's. Superintendent, mechanical supervisor and lead men will continue to get the job done. Fewer men need fewer leaders.

Wabtec has already made offer to buy Juniata and a pricing agreement to continue the work with whoever stays under a new agreement. N.S. is washing its hands clean.

Top heavy on "management " anyway. Let the skilled laborers alone. They run the plant anyway
