In our NHM district everyone still employed is FT (80 hours)-working 12 hour shifts. Tons of summer PTO coming up to be covered. This doesn’t seem doable. Are they postponing anyone’s PTO due to no coverage?

Most likely not. There are going to be a surplus of hours from staff pharmacist in nearby areas. They will be forced to get a reduced base rate then will have to fight for more work, so for the coverage of PTO.
